RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS

8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board in accordance with policies of the School Board.  They are presented for formal ratification.



Recommendation

That the reassignment of students to schools be ratified as presented.



FIELD TRIPS

9. APPROVAL OF PINE VIEW SCHOOL MOODY'S MEGA MATH CHALLENGE FIELD TRIP TO NEW YORK, NEW YORK ON APRIL 25 - 27, 2012
Description
Students have presented a paper to the Moody's Mega Math Challenge paper presentation. They are one of six teams to make the finals. They must travel to New York City to present their paper.

Recommendation
That the Pine View School Moody's Math Challenge field trip to New York, New York, April 25 - 27, 2012, be approved.

10. APPROVAL OF SUNCOAST POLYTECHNICAL HIGH SCHOOL FIELD TRIP TO ST. LOUIS, MO, TO COMPETE IN THE NATIONAL ROBOTICS COMPETITION APRIL 25 - 29, 2012
Description
Twenty three students from Suncoast Polytechnical High school will compete in the National Robotics Competition in St. Louis, MO, April 25-29, 2012.

Recommendation
That the Suncoast Polytechnical High School field trip to St. Louis, MO, April 25-29, 2012 be approved.

EXPULSIONS

11. APPROVAL OF EXPULSION CASE NO. 11-408
Description
The student listed in Expulsion Case No. 11-408, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On March 29, 2011, the student listed in Expulsion Case No. 11-408, violated School Board Policy 5.34(1)(a), Possessed, used, or sold an alcoholic beverage, any illegally controlled substance, or paraphernalia capable of modifying mood or behavior including any substance that is held out to be represented to be any illegal or controlled substance.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 4, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 534, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expel Case No. 11-408, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-212 academic year.

12. APPROVAL OF EXPULSION CASE NO. 12-024
Description
The student listed in Expulsion Case No. 12-024, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On September 2, 2011, the student listed in Expulsion case No. 12-024, violated School Board Policy 5.34(1)(g), Fighting.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 30, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-024, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2011-2012 academic year.

CONSTRUCTION

13. APPROVAL OF CHILLER PACKAGE BID FOR THE BOOKER MIDDLE SCHOOL HVAC REPLACEMENT PROJECT
Description
There are five (5) acceptable manufacturers of chillers approved for installation in this School District.  All five (5) manufacturers were invited to bid.  Funds for this project are available in the capital projects account.  The direct purchase of this equipment will save $18,608.38 in sales tax and will facilitate early delivery of the equipment to meet the construction schedule.

Recommendation
That the bid submitted by Carrier Corporation for the chiller package for the Booker Middle School HVAC Replacement project, in the amount of $265,834.00 be approved as presented.

14. APPROVAL OF HEAT EXCHANGE PACKAGE BID FOR THE BOOKER MIDDLE SCHOOL REPLACEMENT PROJECT
Description
The direct purchase of this equipment will save $2,646.35 in sales tax and will facilitate early delivery of the equipment to meet the construction schedule.  Funds for this project are available in the capital projects account.

Recommendation

That the bid submitted by George A. Israel, Jr., Inc. for the heat exchanger package for the Booker Middle School Replacement project, in the amount of $37,805.00, be approved as presented.

15. APPROVAL OF CONSTRUCTION MANAGER RANKINGS FOR THE BOOKER MIDDLE SCHOOL HVAC REPLACEMENT PROJECT
Description
The projects scope of work shall include construction management services for the pre-construction phases of the Booker Middle School campus and related site work.  The project will be multi-phased.  On 3/27/2012, the Professional Services Selection Committee (PSSC) met to select a construction manager.  The PSSC has ranked them in accordance with Board Policy.  The cumulative total project budget is approximately $10,000,000.00.  Funds for this project are available in the capital budget account.

Recommendation
That the rankings of Construction Managers for the Booker Middle School-HVAC Replacement project be accepted as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

16. APPROVAL OF ARCHITECT/ENGINEER RANKINGS FOR THE SARASOTA HIGH SCHOOL-ADDITION AND RENOVATION PROJECT
Description
The scope of work shall include design and construction administration services for reconstruction of the Sarasota High School campus buildings and related site work.  This project will be multi-phased.  On 3/28/2012, the Professional Services Selection Committee (PSSC) met to select an engineer for this project.  The PSSC has ranked them in accordance with Board policy.  The project budget is approximately $14,000,000.00.  Funds for this project are available in the capital budget account.

Recommendation
That the rankings of architect/engineers for the Sarasota High School - Addition and Renovation project be accepted as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

18. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE NORTH COUNTY TECHNICAL CENTER PHASE III DEMOLITION PROJECT
Description

All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been internally audited and are enclosed herein in Change Order #1 for approval.  The Director of Construction Services has determined that the project is complete in accordance with state statutes.



Recommendation
That the project be accepted as complete and the final payment to contractor be approved as presented.

19. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $2,751,698.85 in gross contract dollars.

Included in these change orders are $2,734,276.36 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $2,578,893.17 result a net of $155,383.19 in sales tax savings.



Recommendation
That the Construction Services' Change Order(s) be approved and/or ratified as presented.

New Business
20. RENEWAL OF PROPERTY INSURANCE PROGRAM EFFECTIVE MAY 1, 2012 THROUGH MAY 1,2013
Description
The renewal duplicates the expiring program with a $70,000,000 insured loss limit and with the same policy terms and conditions as the expiring program.  The total annual cost [premium + regulatory fees] is $3,216,951.93.  This represents a premium increase of $829,063 or 35.81% from the existing program.  The primary reasons for the large increase in premium are pricing increases for reinsurance treaties and significant natural catastrophe losses (approximately $50 billion for reinsurers and $100 billion for insurers in 2011).

Recommendation
That the property insurance renewal effective May 1, 2012 through May 1, 2013 be approved as presented.
